Survival Tents are never part of Atomic Shop Bundles except for Fallout 1st Catch-Up Bundles. However, sometimes Bethesda uses the Survival Tent in the pictures for certain Atomic Shop Bundles. The Responder Survival Tent was in the Responder Bundle pictures, but was never part of the Responder Bundle.Same like icons you need to go to atom shop to swap the tent skin.
